Kate Silvas, CEcD Principal

Kate Silvas has more than 20 years in strategic planning, economic development and site selection projects.
Silvas was among ten people hand-selected to work on the world-renowned redevelopment and reuse of Kelly Air Force Base. Her efforts resulted in the attraction of Boeing, Lockheed Martin and Standard Aero to San Antonio, and created more than 15,000 jobs.
Silvas was also instrumental in the recruitment of Caterpillar Assembly Engine Test Facility to Seguin, Texas, creating more than 1,500 jobs and more than $180 M in new commercial investment.
As the Director of Economic Development for the Converse EDC, Silvas built $2.4M in reserves for economic development projects. She also worked with state legislators to create an unprecedented annexation plan to foster more than 300% growth for the community.
Silvas has won local, state and international recognition in marketing, land use and green initiatives. She has earned the prestigious designation of Certified Economic Developer (CEcD) from the International Economic Development Council (IEDC).
Silvas served as Councilwoman Place 4 on the Converse City Council. She was elected to the Converse City Council in 2018 and was re-elected in 2020.
Silvas earned her B.A. in Communication and her M.S. in Urban Administration from Trinity University. She is the world’s biggest fan of her son’s futbol career and enjoys reading, writing, cooking and spending time with family.
Emilio Silvas, Chief Operating Officer
Emilio Silvas has more than 20 years in software development and product leadership roles for both B2B and B2C organizations.
Silvas’ early career in cancer research saw him co-author an international patent and serve as founding Director of Bioinformatics for the Cancer Therapy and Research Center.
Silvas went on to co-found Weblings, Inc, an early internet web services company.
As the Director of Product Development at Parlevel Systems, he was part of the leadership team that prepared Parlevel Systems for successful acquisition.
Silvas serves on the board of a social services non-profit.
Silvas earned his B.S. in Biology from the University of Notre Dame. He is the world’s second biggest fan of his son’s futbol career and enjoys reading, and gardening.
